The research project "Prioritization in Rescue Operations" (PRI-KATS), funded by the Federal Ministry of Education and Research, examined the collaboration, coordination, and management of various organizations at the federal, state, and municipal levels during major disaster situations. Through an organizational, administrative, and legal analysis within the context of the multi-level system, deficiencies in the German disaster and civil protection system were identified, and recommendations for action were developed. This volume provides an overview of the project's findings.
