This volume provides a current overview of the existing literature on declining voter turnout in Europe, Germany, and North Rhine-Westphalia. It analyzes the associated social imbalance at various levels, supplemented by its own analyses. It demonstrates that the social imbalance in voter turnout leads to a significant shift in political supply and demand. However, the currently discussed solutions do not address these core issues. Only the introduction of a legal obligation to participate in elections can achieve this. In conclusion, this volume seeks consensual facts, identifies gaps, and takes a position on how the problem of social imbalance in low voter turnout can be resolved.
