Disability policy and support for people with disabilities face new challenges. The protection against discrimination as an international guiding principle, along with new legal standards such as the UN Convention on the Rights of Persons with Disabilities, demand the further development of established institutional support arrangements. Local participation planning represents a systematic approach that allows the challenges to disability support policy to be gradually addressed as a learning-oriented and participatory process in the local context, led by municipalities.
