Conventional investigations of social problems discuss the structures, prevalence, and causes of social issues. The question of how and why behaviors and conditions are defined as social problems often remains unanswered. Therefore, the first part of the book explores the relationship between problem definition and the designated facts (one example: cannabis consumption as a social problem or private enjoyment). The second part focuses on addressing social problems. Social control is considered an important form of addressing these issues and is discussed in detail. Three variants of control are distinguished: exclusions, repressions aimed at integration, and changes in conditions aimed at integration. The functional equivalence of these control variants often becomes apparent.
