As of November 18, 2009, Zuhail Abdo Anam Said al Sharabi had been held in Guantanamo for seven years and six months. Initially, the Bush administration claimed that it could withhold all protections of the Geneva Conventions from prisoners in the war on terror. This policy was challenged in court. Critics argued that the U.S. could not escape its obligation to establish competent tribunals to determine whether prisoners are entitled to these protections or not.
