There were also such practices in the Baltic region - outright manhunts as a recruitment method to obtain labor for the German war efforts. On-site, not only Jewish forced laborers had to work under murderous conditions in concentration camps and other detention facilities. Yet, the overall numbers of forced laborers from the Baltic appear significantly lower than in other areas of the occupied Soviet Union. How can these highly different fates of victims in the region be explained? Based on previously unknown and comprehensive documents from Eastern European archives, the author investigates the complex phenomenon of labor deployment policy in the Baltic between 1941 and 1944. He analytically examines the highly complex occupation structures and the often conflicting objectives of various actors, which sometimes resulted in the involvement of locals.
