I have a narrow window, but it is door-high. So 2x 230cm high and 2x 30cm wide. Is it possible with this cover?

If you want it to fit properly: No!
(Product description: "Fits all standard windows whose total circumferential dimension does not exceed 400 cm").

It might work with a gap at the top and/or bottom - if no larger seal is available it would still be better than nothing.
