Is it normal that the lower part is always full of water or should it be empty when the humidifier switches off?

It must be full at the bottom, because that's where the membrane is that atomises the water. - Without water there is no vapour.
This is normal. There is the float which takes care of turning the device off. Some water is normal and always remains.
