The inner tank serves as the storage tank (passive tank), while the outer tank is the resistance tank (active tank). The water resistance can be easily adjusted using a knob, transferring water from the passive to the active tank. Your advantage: After just a few strokes, you will feel a high resistance. If you select a low resistance, the water is redirected from the active back to the passive tank.
