Could someone explain to me the difference between a "conventional" rower and a rower with water?

Hard to say, not having tested both one after the other. But the version with water like this one: Merach Wooden Rowing Machine MR-902/YS Bluetooth & App Natural Wood Colour is nice and feels like being on a lake which is quite satisfying. Now this is just my opinion. :)

We'll leave the question open if anyone else has tried it.
