Mine was delivered yesterday (2.12.) as announced. However, the matching motherboard was not, as it was suddenly no longer available. I ordered it again today, as it is supposedly now available again. The problem with Galaxus is that they don't seem to have any stock and if their supplier doesn't have anything in stock, then you get a rejection instead of delivery.
Unfortunately, delivery times cannot always be guaranteed. Especially with the current conditions. However, YOU can certainly talk to Sport and possibly exchange your CPU for one that can be delivered. Resolution and refresh rate depend on the mainboard. Most motherboard manufacturers specify it in the specs or in the detailed data sheet.
