That will depend on the shipping date of the Mobo and thats impossible to know. But it will boot with the 5800X3D with any bios - it just might not work to its full potential. I have flashed hundred of MoBo's and never had an issue, you should not be scared of doing it - just read the instructions and take your time.

Hi, I only run my PC with the 24 pin (for the motherboard) and 8 pin (for the CPU). So it should work without a new power supply. Or am I misunderstanding the question?

Yes the board has two M.2 connectors, the upper one is connected to Pcie4 and the lower one to Pcie3.
