I don't know the differences. I've been using the QC 25, 35 and 45 for almost 20 years. I sold the 25 on Ricardo after 8 years and I still use the 35 and 45 every day. I say you can't go wrong with the QC45, not at this price anyway.
With a mobile phone, generally no problem. With a PC, depending on the Bluetooth available (4.0, 4.1,...), the headset is set to a "headset" profile and the quality is really not that great... It's case by case...
In fact, this model no longer supports the google Assistant. Unfortunately, we don't know exactly why this was done, as it was one of the best features of the QC 35 II.

Yes, that works. You can switch on the headphones, activate ANC and connect the headphones to a mobile phone, laptop etc. via cable. Bluetooth is automatically activated when the headphones are switched on, but they do not necessarily have to be paired with a device. The headphones can of course also be used without switching them on, then simply without ANC and Bluetooth, but only via cable.

I don't know. I don't know Sony xm4. However, Bose Quiet Comfort 45 convinces me in every respect, especially ANC. The only problem was pairing it with the TV system, as it is not Bluetooth-capable. Problem solved with Sennheiser Flex 5000.
