Can the laptop be started directly via the power button on the screen when it is connected with UPS-C / Thunderbold, or does it have to be switched on separately?

I can't tell you that because I have a different setting. I start the Mac Mini by pressing a button and then the screen starts automatically. Probably won't help you.
