Samsung smartphones that come with the new European base firmware do not have a European SIM lock. The European base firmware can be recognised by the suffix EUB at the end of the model code. You can use these devices directly with a global SIM of your choice without activating a German SIM. There is also nothing to stop you using a European SIM in combination with a non-European SIM.
