I doubt that a PC can control the speakers, the webcam and all the screen settings via the Thunderbolt port. I don't even know if Thunderbolt exists on a PC... As the manufacturer says, the features of this screen are optimised for the Mac. But you can also use it as a simple screen with a lower resolution via the USB ports, but it becomes very expensive just for that...

The monitor was the predecessor of the Apple Studio Display and, as far as I know, was only developed for a Mac with a Thunderbolt connection. I don't know whether it works with a Windows PC with a UBS-C connection. But in this case I would leave it alone.
