Does the monitor include a USB-C to USB-C cable that transmits the image signal from the notebook and charges the notebook at the same time?

Yes, that is possible, but I would definitely not use a 1920 x 1080 pixel resolution with a 24 inch display. The fonts simply can't be displayed well and especially with small texts it's more pixel mud. As an alternative, I would recommend these two models, both of which have 2560 x 1440 pixel resolution and a USB-C connection option and are perhaps a little more expensive, but the better resolution is worth it.

This model supports charging the notebook up to 90 watts.

Dell U2520D (2560 x 1440 Pixels, 25 ")

This model also supports charging a notebook up to 75 watts via USB-C and costs even less:

Lenovo ThinkVision P24h-20 (2560 x 1440 Pixels, 23.80 ")
