How high is the monitor when it is set all the way down? It is important to me that it can be set as low as possible.

The minimum height of the top edge of the monitor is 50 cm. However, the top edge of the stand (behind the monitor) is then somewhat higher, at 50.5 cm.
I need the monitor mainly for my flight simulators, for which the resolution is completely sufficient and the graphics card is fully utilised anyway. This stable monitor has been running to my complete satisfaction for 3 years!

Since there is still a control unit at the bottom of the monitor, it will not be possible to lower it to the top of the foot, the height adjustability is 15cm. However, I would recommend a 4K UHD resolution for 32 inches, because at 32 inches the pixel size is 0.275mm and you can recognise the individual pixels as such, which results in a coarse and pixelated text display. At 28 and especially 32 inches, the 3840 x 2160 pixel resolution is preferable because you can't see the individual pixels as such at a normal viewing distance (as Apple so nicely puts it, Retina Display). My recommendation for 32 inch would be this model (it has a USB hub and speakers and is height adjustable):
