Is it only compatible with Apple devices or could you also connect it to an HP notebook, for example?

Yes it works, you will get an image, but settings like scaling, brightness etc. are controlled directly by the macOS. There are no buttons on the display with which you can change these settings. How it looks with camera drivers under Windows I can't judge. You will have a display that does not have all the functions that are available under MacOS.
