Is the Lavalier GO good for picking up engine sound when stuck to the rear bumper (near the exhaust) of the vehicle?

This should work fine. Note that the sound may be too loud and the microphone may reach its limits.
You can try turning the knob all the way down on the RØDE Wireless GO. You may find that the RØDE Wireless GO is sufficient without an additional lavalier mic. (Just make sure it's attached securely so it doesn't get lost).

Don't you have the engine at the front of the car? And do you want to record the engine when driving or only when starting? However, the microphone is designed for speech and is usually mounted on the speaker's clothing. Why don't you buy a sample of an engine on the Internet, everything else you will only manage with a lot of experience and knowledge of audio technology.
