It's not clear to me how I can pre-order. Can I do it directly via the shopping cart? I tried it with the OnePlus 8T, where pre-ordering should already be possible.

You can only pre-order from tomorrow at 2pm. You simply add the item to your shopping cart as usual and will receive it on 23 October at the earliest.
