Should you plug it in closer to the PC, or to the router, or in the middle of the two?

It is best to plug in a Wifi repeater in the middle.

There are different answers to this question:
i myself have used it to bypass a wall with iron elements by mounting the reeater on the floor above the router.
or if the router has a bad antenna, I would mount the repeater closer.
