Two questions: 1) Is the 60 cm the length of an arm? Is it adjustable or fixed? 2) Compatible with telescope mount feet?

The 60cm refers to the entire length when closed. The trolley can have a maximum spread of 90cm. Provided the tripod and trolley are compatible in terms of the number of legs, diameter, etc., this is perfectly possible.
