Under important notes it says the following: "When using this variant, VoLTE, WiFi Calling and Samsung Pay may have to be waived." What exactly does "possibly" mean here? Can you use these features or not?

I don't use these functions, so I can't say anything definitive about it.
I think it depends more on the SIM card provider than on Samsung.
VoLTE is interesting, I'll find out more about it as soon as I have time.
I'm VERY conservative when it comes to payments, I don't use my mobile phone for that.
