In January 1989, a seven-year-old girl is kidnapped in Tokyo. The desperate parents do everything they can to meet the kidnapper's demands. However, all their efforts are in vain. The kidnapper escapes undetected with the ransom, and shortly thereafter, the girl's body is found. The police investigations lead nowhere. The case, filed under the number 64, becomes an unsolved drama in Japan's criminal history. Fourteen years later, the daughter of Yoshinobu Mikami, the spokesperson for a small police precinct, goes missing. Mikami, himself a prisoner of a powerful bureaucratic system, soon comes across a secret memo regarding case 64. Driven by a dark intuition, he begins to investigate on his own.
