In January 1989, a seven-year-old girl is kidnapped in Tokyo. For five long days, the desperate parents do everything they can to meet the kidnapper's demands. However, all their efforts are in vain. The kidnapper escapes unnoticed with the ransom, and shortly thereafter, the girl's body is found. The police investigations lead nowhere. The case is recorded under the file number 64 as an unsolved drama in Japan's criminal history. Fourteen years later, the daughter of Yoshinobu Mikami, the spokesperson for a small police station, goes missing. Mikami, himself a prisoner of an overpowering administrative apparatus, soon comes across a secret memo regarding case 64. Driven by a dark premonition, he begins to investigate on his own - and opens a door that would have been better left closed forever.
