Red filter from 5 metres makes sense... Even better is an external light source to bring out the colours again.
Nope... As far as I know, GoPRo standard should be watertight up to a depth of 10m. Above 10m, it can no longer withstand the pressure. But always rinse it out with fresh water after using it in seawater.
For 4k/60 you have to switch from 4:3 to 16:9 (top right of the resolution selection).

It depends on what you mean by "process" and at what resolution and frame rate you want to shoot. Since the data volumes at 4K/60FPS are very quickly several gigabytes in size, 16 GB Ram would actually be advantageous for editing. SSDs as a storage medium would not be bad either, as this would greatly reduce the loading time. If it's just for viewing, you don't really need to worry about RAM.
