I use the pen with a Lenovo Thinkpad, works very well. Previously had the Lenovo Active Pen/Active Pen 2, if they are compatible with your device I think this pen should work too.
According to our information, the Bamboo Ink Plus is not compatible with the HP ProBook x360 435 G8 notebook.
The pen supports two protocols depending on the type of touch screen MPP or WAES. Switching between the modes is done by pressing and holding the 2 buttons: https://www.wacom.com/en-us...

Unfortunately not, this pen is designed for Wacom tablets.

In principle, the pen will work. Under Windows 10, this would be ensured by Windows Ink and the corresponding app.
However, it is possible that not all features such as "tilt detection or "pressure-sensitive drawing (line width)" etc. are properly supported.

I have decided to go for the Bamboo Ink plus,
because Windows Ink (Windows 10 function) is supported.
Go to the manufacturer's page Wacom /de-ch/comp, your Dell is not explicitly listed there.
If your XPS has a blue tooth connector and Windows 10 is installed, it should work*.
*=Probably just without tilt detection.
