Can I operate a UniFi AP-AC-HD access point with POE on the EdgeRouter X when it is powered by POE? Also, can I simply operate the "router" as a switch?

I cannot answer the first question. However, the router can also be configured as a switch.

Yes and yes. The power that goes in on eth0 goes out on eth4 (must be configured). The router can also perform simple switching tasks. Appropriate configuration is necessary.
