Is it technically possible to operate the mobile router with the mobile phone sim card? Or do I always need a separate special data sim card?

Technically speaking, the same as for mobile phones. The problem could be the contract behind the SIM card, e.g. that it is not allowed to install it in a hotspot. But I have never heard that a provider really controls this ...
