Hi, I don't know about the graphics card, but I think there are special transcoder cards. Surveillance is as you wrote. So it should work. Backup is usable without subscription with qts backup or so it is called, but you need a cloud where it can be stored.
Unfortunately, this is not possible as our purchase price is already considerably higher.
It only requires video files in 4K format. Furthermore, a screen/TV with 4K is necessary. As long as all devices are in the same network, it is no problem to stream the files smoothly.
In the meantime, I would switch to the new models, which perform much better than 2 Mbps. QNAP TS-453D-4G (0 TB)
It already has 2x m2 slots internally. You only need a 10Gbe card QXG-10G1T for 1 port (https://www.qnap.com/en-uk/product/ts-473).

The difference lies in the size of the built-in memory. This model has 8 GB and item 8567648 has 4 GB.
