Is the POE output on eth4 also available when a normal data (not POE) input is plugged into eth0? Or is it really only passthrough... the router would have its own power supply.

@Oldkid is right, the EdgeRouter X only has passthrough.
The ER-X-SFP, on the other hand, actually only has PoE out (on all ports, configurable) and according to the spec sheet cannot be operated via PoE at all. But it works in practice.

The router does not feed PoE, it is only passthrough.

I have the EdgeRouterX SFP and can confirm that the router itself supplies PoE. You do not need to have PoE plugged into eth0.
You can activate PoE for each port individually.
Passive PoE does not mean that it is only passthrough, but that there is no active negotiation of the voltage between the devices, but simply the standard voltage is used.
