How can I set up the socket so that I can operate it from outside? On the Delock website and in the Play Store, I can't find an app to operate the device. It's only a matter of switching it on and off. I was able to integrate the socket into the home network without any problems, and it also works here via the web interface. When I'm at home, I don't need a remote-controlled socket.

I bought this socket for exactly this reason, it doesn't need any cloud and app stuff but runs on its own network. One possibility for you would be to set up a VPN at your place, then you could access the socket externally via the browser. Or with port forwarding in the router, but I wouldn't recommend that...
