The official Synology website only shows a maximum of 16TB disks for the DS920+, but larger disks should not be a problem. As a rule, this information from the manufacturer is included with a certain delay. And there are also dealer offers on the net, with 4 x 18 TB for the DS920+. Yes, you can continue to use the hard drives. If you want to keep your data and settings, you can simply reinstall the hard drives and restore the system. If you want to rebuild the NAS, I would strongly recommend formatting the hard drives before putting them into the new NAS.
It is better not to deviate from the compatibility list. Synology reacts extremely uncooperatively as soon as just one component does not appear in their list. 🙄
In principle, it should be possible to switch from a DS415+ to a DS920+ by changing the HDs. I know a bit about Synology NAS servers. Basically, all your wishes are fulfilled, except for the last point. With several users, this is not solved with several partitions, but you create a user for each person on the NAS server. There you can allocate storage space (size) to each user. Access control also works this way.

Hi NomadSoul2501, normally the Synology comes without disks and you have to buy them additionally (there is a huge selection at Digitec); and it is really not complicated to install these disks.
