Yes, the router's CPU is too weak to route complicated settings at the full 1 Gbit/s. The same applies to the sister product USG. Only the UDM can route higher speeds.

I don't have a fibre7 internet connection, but I do have a gigabit connection from Cablecom. I only have the Edgerouter X as a backup, as it is not able to route the full gigabit speed as soon as a few security features, such as IDS/IPS or somewhat more complicated configurations, such as link aggregation, are used.

I assume you mean PoE? You need a stronger power adapter or a separate PoE supply as stated on the manufacturer's page: "*Requires 24V passive PoE or a 12W minimum power adapter (not included)". The EdgeRouter X alone has too little power.
